2003년 조류인플루엔자(AI) 발생 이후 지금까지 살처분된 닭·오리 등 가금류는 2500만마리에 가깝다. 그러나 조류인플루엔자 감염이 확인된 가금류는 121마리뿐이다. 환경오염 등 2차 피해만 키우고 생명을 경시하는 무차별 살처분을 중단해야 한다는 목소리가 커지는 이유다.
5일 한국동물보호연합과 동물사랑실천협회 등의 조사를 보면, 조류인플루엔자가 발생한 2003년, 2006년, 2008년, 2010년 네차례에 걸쳐 살처분당한 가금류 2500여만마리 가운데 실제 감염된 것으로 확인된 개체 수는 121마리에 불과하다. 살처분된 소·돼지도 2000년 구제역 첫 발생부터 2002년, 2010년, 2011년에 걸쳐 510만2371마리나 된다.
정부는 1999년 가축전염병 예방법을 개정하면서 조류인플루엔자와 구제역 등을 '1종 전염병'으로 규정하고, 조류인플루엔자와 구제역이 발생한 농장으로부터 3㎞ 안에 있는 가축은 감염 여부와 상관없이 살처분할 수 있도록 했다. 살처분 결정 권한은 조류인플루엔자 발생 농장 500ｍ 안쪽의 경우 기초자치단체장이 갖고 있으며, 이를 3㎞까지 확대하려 할 땐 광역자치단체장이 농림축산식품부에 건의하고 농식품부가 가축방역협의회 자문을 거쳐 결정한다.
김선경 서울대 보건대학원 연구원은 "자문이라고 해봐야 소수 전문가들이 다수결로 내리는 결정일 뿐인데, 이를 명령으로 하달하면 농민들이 복종하는 '독재'나 다름없다. 농민들은 금전적 보상과 지원 유혹, 피해에 대한 공포와 주위의 비난 등으로부터 자유로울 수 없기 때문에 정부 결정을 거부하기 힘들다"고 말했다.
농림축산식품부는 조류인플루엔자 확진 판정을 받은 농가에 당일 기준 해당 가축 시세의 80%를 지원하지만, 신고를 누락한 농가에는 20%밖에 지원하지 않는다. 예방적 살처분의 경우 시세의 100%를 보상해준다. 이 때문에 닭·오리 판매가 어려운 농민들은 차라리 살처분을 바라는 경우도 있다.
하지만 전문가들은 무차별 살처분 없이도 조류인플루엔자 확산을 막을 수 있다고 말한다. 동물보호시민단체 '카라'의 전진경 정책이사는 "바이러스를 가축과 함께 묻는 방식으로는 한계가 있다. 예방지역 내 동물에게 백신을 맞히는 것이 더 확실한 방법이다"라고 말했다. 백도명 서울대 교수(예방의학)도 "조류인플루엔자의 피해가 과장된 측면이 있다. 7~10일이 지나면 회복이 가능하다. 예방적 살처분을 한다고 조류인플루엔자가 번지지 않는 게 아니다. 근본적으론 공장식 축산 시스템을 개선해야 한다"고 말했다. 녹색당은 지난해 5월 정부가 대규모의 집약적 축산 방식인 '공장식 축산'을 조장하는 것은 국가의 생명존중, 동물보호, 환경보전 의무를 위반하는 것이라며 헌법소원을 내기도 했다.
살처분이 환경오염 등 2차 피해를 키운다는 주장도 제기된다. 이정현 전북환경운동연합 사무처장은 "이번에 전북 고창의 오리농장에서 살처분할 때 10t짜리 정화조 통이 모자라 오리가 튀어나오고 침출수가 유출되는 문제가 있었다"고 말했다.
